In rural school districts, capital projects aren’t managed by large teams, they’re driven by leaders who must wear multiple hats to get the job done. These districts operate in a constant balance of competing priorities. They are faced with challenges such as aging facilities, limited budgets, and small administrative teams all while remaining focused on their student body. This panel brings together district leaders alongside industry experts from JP Cullen to share practical, experience-driven insights into navigating capital projects in small districts. Unlike larger Districts, rural leaders often oversee capital planning in addition to finance, operations, and community engagement. This session focuses on how those leaders successfully move projects forward despite limited capacity and resources. Attendees will gain insight into how districts can evaluate facility needs, make strategic investment decisions, and align capital planning with long-term financial realities as funding pressures persist across Wisconsin. Panelists will discuss real project experiences, including lessons learned in prioritizing needs, building internal teams, and fostering community understanding and support. The conversation will also highlight how strong communication and stakeholder engagement can improve project outcomes, particularly when a referendum is necessary.
