Description
In this session, participants will understand WI administrative rule PI 8.01(2)(e) requirements for developing and maintaining a school board-approved comprehensive K-12 guidance and counseling plan that integrates within larger school systems, such as the School Mental Health Framework, WiMLSS, and ACP. Through utilizing district data sources, attendees will learn how to identify gaps in programs and services to inform policy work and resource allocation to meet strategic goals. Clear roles and resources in planning, staffing, and sustaining preventive and proactive systems will be highlighted.
Session Objectives:

Stacy Eslick is the Executive Director of the Wisconsin School Counselor Association (WSCA), where she has proudly served for over a decade. With more than 20 years of experience supporting children, youth, and families in school and community settings, Stacy brings heart, vision, and hands-on expertise to every aspect of her leadership. Passionate about helping school counselors thrive, she regularly presents at local, state, and national conferences on topics such as ASCA Model implementation, Trauma-Responsive Practices, Student Education Gaps, Leadership Development, and Family Engagement. Stacy is a natural connector and communicator, known for her ability to bring people together around shared goals. Whether she's partnering with members, collaborating with stakeholders, or lifting up new leaders, Stacy is driven by a belief that when school counselors are empowered, students and communities flourish.
PRESENTER: Andréa Donegan - DPI Education Consultant, School Counseling Program (andrea.donegan@dpi.wi.gov)
Andrea Donegan is the School Counseling Consultant at the Wisconsin Department of Public Instruction providing coaching, technical assistance, consultation and resource development at the local, regional, and state level on comprehensive school counseling programs with a focus on the intersection of and alignment of these systems. Topic areas include social-emotional learning, suicide prevention, college and career readiness, and school mental health. Andrea served as a school counselor for 26 years at the elementary, middle, and intermediate levels. She holds administrative licenses for principal, Director of Instruction, and Director of Pupil Services/Special Education, along with being a certified peer mediator through NACM. Andréa was a U.S. Dept. of Education School Ambassador Fellow and served as Board Chair and Director of Operations of Government Relations for the Wisconsin School Counselor Association.
PRESENTER: Cindy Bourget, School Counselor, Elk Mound Middle School (cbourget@elkmound.k12.wi.us)
Cindy Bourget has been the school counselor at Elk Mound Middle School since 2016 and believes every student deserves a school counselor. As a first-generation college graduate, she focuses on building systems that ensure all students are supported to achieve academic success. She has led the Elk Mound School District counseling team in developing data-driven programs aligned to school counseling standards that have supported significant gains in student academic achievement, increased attendance rates, and reduced discipline referrals. She has earned the prestigious ASCA Recognized ASCA Model Program (RAMP) recognition and was a 2024 National School Counselor of the Year Finalist.
