DESCRIPTION:

In this presentation, we will focus on the financial impact of the Inflation Reduction Act and how school districts can leverage Direct Pay federal tax credits to offset up to 40% of total project costs for qualifying geothermal HVAC installations. We will break down eligibility requirements, IRS guidance, and the documentation and performance metrics necessary to secure the highest available credit tiers.

We will introduce geothermal system options applicable in Wisconsin school districts, including traditional vertical and horizontal loop systems, submerged aquifer heat exchanger systems, and aquifer reinjection systems. We will also highlight how newer geothermal design approaches can significantly reduce required land area, lowering site constraints and potential construction-related costs.

In addition, we will evaluate HVAC system configuration options from a lifecycle cost standpoint, comparing centralized versus distributed systems, as well as hybrid integration with existing gas or electric systems versus full geothermal conversion. The goal is to clearly outline how each approach impacts upfront capital cost, long-term operating savings, and eligibility for federal reimbursement.

This presentation is designed to provide a clear financial roadmap for evaluating geothermal HVAC investments, with a focus on maximizing taxpayer-funded incentives while reducing long-term district operating expenses.‍ ‍

PRESENTER: Dr. Jim Ellis, Education Consultant inBYLT

Jim Ellis is retired public school superintendent from Minocqua. Jim was the superintendent at the Minocqua J1 School District for twenty-two years. In addition, Jim served on the WASDA Board of Directors for five years. Jim has vast experience in capital projects including HVAC upgrades, energy efficiency projects, building additions, and campus redevelopment. Jim was also instrumental in becoming one of the first public schools to install a PFAS water filtration system for the entire campus.
